DMAT is specialized in responding to natural disasters like earthquakes and floods. They do not have experience or training in dealing with new virus outbreaks. Hideharu Yuki, who is a leader in DMAT, and government official Nobutaka Tatematsu command the cruise ship situation at the headquarters. Doctor Yukiyoshi Sendo and members of DMAT, including Haruto Sanada, decided to board the ship to deal with the situation.
