Ah Chi (Ka-Yan Leung) is obsessed with the martial arts and, more often than not, his kung-fu clowning gets him into trouble. Ending up facing Hsia (Eddie Ko) of the notorious Jade Brotherhood is inevitable. As a result, Hsia forces Chi's martial arts master to expel him. Masterless and working for a fish vendor, Chi meets a crafty kid (Yat Lung Wong), whose uncle Chow Tung (Chin Yuet Sang) is a master of the Insane Mantis style. The Jade Brotherhood aims for control of the small town but Chi is training with a new Master and will not accept bullies in the neighbourhood.
The place: Shanghai. The time: 1921. The Japanese aggression towards China is getting stronger each day. Enter Hsueh Ao-Lin, an agent of the government sent to uncover the Chinese traitors helping the enemy. Once inside, Hsueh must fight both the Japanese and his countrymen for his sake, and the future of China.
Three young martial arts brothers, played by Chi Kuan-chun, Alexander Fu Sheng and Leung Kar-yan, go in search of fellow patriots dissatisfied with Imperialist foreigners and wind up joining a rising sect of the Boxers, led by an opportunistic conman. Named as such for their use of martial arts, these boxers are revolutionaries who believe that spirits protect their bodies from foreign guns. They even dupe the Empress Dowager, who gives them her royal blessing to fight the foreigners.
