Set in war-torn 15th century Kyoto, on the eve of the Onin War, the movie centers on a band of outlaws led by Hyoe (Oizumi) a scoundrel whose lethal sword skills place him at the tip of the spear in a deadly uprising against the corrupt Shogunate and its army, led by former friend-turned-archrival, Doken (Tsutsumi).
Shizuya (Ito Kentaro), the only son of the Kanto region’s largest gang, the Shinshu Clan, which he hates being associated with, works instead for a design company. He works diligently while developing a liking for his strong-willed colleague Akino (Kakei Miwako), but when his father is shot and killed, the battle for succession intensifies. He visits regularly because he admires Hokusai and secretly likes Oei although their relationship is like childhood friends. Oei respects her father whose paintings fascinated her and continues to work as a painter who supports him behind the scenes. When Hokusai’s masterpiece Thirty-six Views of Mount Fuji was completed, she was also by his side.

However the powers that be have other ideas, and Wangan again plays host to a special investigation team from headquarters. Aoshima's friend Superintendent Shinji Muroi, assigned by headquarters to assist Okita, is again powerless to help the local officers as decisions are made by the higher ups.
